Committee Mission

The Science and Technology Advisory Committee (STAC) provides objective scientific and technical guidance for the ecological data being collected towards the understanding and protection of the Upper Missouri River.

The committee comprises scientists with watershed expertise drawn from government agencies, academia, and private organizations, ensuring a well-rounded and rigorous approach to our research initiatives.

Committee Objectives

    Provide expertise on scientific validity and credibility of UMOWA-funded projects

    Evaluate pertinent scientific studies in the Upper Missouri River basin

  3. 3

    Distill scientific information from published reports and present to the Board

  4. 4

    Identify potential funding opportunities for watershed projects

    Provide scientific background and comments to assist UMOWA in obtaining funding

David Stagliano

David Stagliano

Committee Chairman

David Stagliano, M.S. is the owner of Montana Biological Survey, an environmental consulting firm based in Helena, MT. He is a highly respected aquatic ecologist with 25 years of experience in leading fisheries, macroinvertebrate sampling and identification projects across the Intermountain West.

Joe Kerkvliet

Joe earned a Bachelor of Arts degree in Economics from the University of Montana and a Ph.D. in Economics from the University of Wyoming. He is currently a professor of Economics at Oregon State University. He has authored many papers on economics and its impact on agricultural and environmental issues. Joe comes from a multi-generational family home on the Missouri river with special knowledge and expertise on plants and streambank matters along the Upper Missouri Watershed and he is the point person on the UMOWA Board for these issues.

Sherry Meador

I am Sherry Meador and serve as the Board Chair for UMOWA. I am a Virginia native and have lived in the Helena area since 1993 after graduating from the University of Montana, School of Law. My husband, Dave, and I have two children with whom we have spent many enjoyable days at our cabin on the Missouri. Through my law practice, I have worked with a number of non-profit organizations, small businesses, recreational services, and government policy initiatives. I helped establish the Smith River Habitat Project in 2005, working with private and public land managers to improve weed management on the Smith River. I joined the board of UMOWA in 2017 and have appreciated the opportunity to work with the Missouri River community to protect the upper Missouri River watershed.

I was born in Minnesota and grew up in south Florida spending free time hunting and fishing. I am President of a Publishing company and split time between San Francisco and Bozeman. I have volunteered as a casting instructor at the Golden Gate Angling & Casting Club and have worked as a raft guide and whitewater kayak instructor throughout the West. As an avid Backcountry Pilot, I have been blessed to see the spectacular beauty of Montana and the Intermountain West. I have a keen interest in the application of Science to support Conservation and UMOWA has been a proponent of that approach since its founding. The Missouri River is a world class fishery and through UMOWA I feel honored to be an advocate to help preserve and protect this special ecosystem.
